Jailbreak and unlock 3.1.3 with 05.13.03 modem fw

Is it possible to jailbreak 3.1.3 and unlock the 05.13.03 fw? I have nothing on file to downgrade.

If you follow the iPhone Dev Team at all, you'll know that they are claiming that the new baseband firmware version included in iOS 4.0 is unlockable, in addition to all previous baseband versions. They will not release any unlocking tools for the newer basebands until iOS 4.0 is public.
