Jailbreak iPhone 4 without activation?

Is there a way to jailbreak the iPhone 4 without activating it? My sister wants to get one and use it on T-Mobile, but doesn't want to have to get an ATT account just to activate the phone.
 
I believe the only way to do that is to either buy a no commitment phone at the full price (starts at about $599), buy one unlocked in another country, or buy it 2nd hand (eBay/Craigslist, etc)
