so i was playing with my friends touch and the app store and it seemed pretty dang cool. my question is...is the whole experience of the touch like
10 times better w/ jailbreak? i always have a wi fi connection so is it?

It's usually used for skinning your iPod Touch or iPhone. Like changing the background behind the icons, and even bigger things like installing 3rd party apps (ones not carried by the App Store).
