I have a jailbroke phone on 9.0.2, my question is can I remove everything (meaning my personal info) and keep the phone on 9.0.2 without restoring. i am wanting to sale the phone and keep it on 9.0.2 as to make it more valuable....TIA

Nope, wont work.....there is a beta version of Cydia Impactor, that could possibly clean the jailbreak and leave the phone on 9.0.2, but unfortunately, until today no one was successful with it. So you do it at your own risk. There is no other possibility.

Pefectly, as in no possibility for anyone to recover your data? Without a restore as new - no.

You could try Cydia Impactor. There is a beta for iOS 9, but it's success rate is very low right now.

The worst case scenario would be a forced upgrade/restore as new.

I'm thinking you mean leave it JB to sell, correct? Or you want the JB removed and just not updated to 9.2?
