jailbreak with iLiberty+ ver. 1.3

hi I'll jailbreak with iLiberty+ but when I started iLiberty+ I choosed to update iLiberty+ to version 1.3.
Then the options in iLiberty+ changed.
Thatwise I wonder what the "Cydia" tool does.
Before it were the "setup installer" who lies there. But now its Cydia. So plz anserw what that options does with my ipod touch 16gb!

idk anything about iLiberty but ZiPhone works pretty good and its really simple
