Jailbreakme 3.0: Is the signal bar issue fixed for users with 1.59.0?

Does the new jailbreakme 3.0 fix the signal bar issues for users with 1.59.0 baseband on iPhone 4?

Do we still have to unlock to fix it?
Do does the unlock still mess up voicemail/mms?

Any experience from anyone who has tried it is appreciated!
