Jailbroken IPhone 4 help!!!!

My brother jailbroke his phone. I don't know what program it was but now it is stuck in this loop where it comes on with the apple logo and then goes to Air Jordan(which I guess was part of the jailbraking he did) then it freezes on that logo you can't get into the iPhone. If you turn it off it does it all over again.... I'm not sure if this is fixable but I'm willing to try anything... I'm not great with this jailbraking stuff so I really need help
