About two days ago I downloaded this cydya substrate app called "Spy App", after this, I couldnt exit safe mode. So I tried a reboot and got infinite boot loop. I then proceeded to reboot (home and power) and hold up on the volume button until my springboard came up. I tried restoring my Iphone and after 3 hours of waiting nothing had changed. I have the cydia app, still on IOS 8.4 not updated to 9, and none of my tweaks work. Its almost as if im in a permanent safe mode/jailbroken but un-unjailbreakable. Please help. I understand this is probably very rare. My Apps downloaded from cydia (e.x. IRec, Crashreporter, IcleanerPro, etc) still work. September 23, 2015.

You cannot just "restore" a jailbroken iPhone anymore.
Put your phone in DFU mode (if you correctly enter DFU mode your screen will be dark, no graphics on screeen, nothing) and connect it to iTunes. Upgrade and restore.
Unfortunately for you, you are now headed for iOS 9.
