Jailbroken iPhone - icons looks like tv static

Anyone ever see this issue?

This isn't my iPhone, I am trying to help out someone on another forum. He said his icons suddenly look like this. I also have seen this on mine before, but the problem went away after restarting the iPhone.

He said his iPhone is jailbroken and working fine and this happened after he did a sync with iTunes.
