they don't just sell the phones here. Its universal packaging. They don't print up a different box for every carrier they sell it on, that'd be a useless waste of money

They did for the first iPhone.
Even the iPad had the same packaging for the 3G and wifi models. Just put a sticker on the 3G with the rules and regulations.

Despite what the members of MacRumors will have you believe, the iDevice world does not revolve around AT&T. iDevices are sold around the world, which means different service providers.

First iPhone also wasn't sold in nearly as many markets.
