Java 1.4.1 installation problems

I'm new to Macs so I hope someone can help me. We're running OSX 10.2.8 and needed to upgrade the Java plug in from 1.3.1 to 1.4.1. The installation seemed to go ok (well, no error messages anyway) but when trying to access Open Java Plugin Settings we get a message "The item cannot be opened. It may be disabled or not installed." I've tried re-installing but no joy and can't see any way to enable the plug in. Any ideas anyone?
