I just performed the jailbreak on my iphone4 using redsn0w 0.9.9 and for some reason, when i boot without my phone being connected to my computer, i'm still able to use my phone, messaging, etc. just no safari or mail. Is this normal? (i didn't install the semi-tether app from cydia either)

If you install NOTHING that either uses MobileSubstrate or ties into Springboard functionality, you will still be able to use it as a phone (no Safari or Cydia though). So yeah, if you JUST jailbroke it, what you're seeing is normal. The minute you add a tweak that falls into the above category though, your phone will stick on the Apple logo if it reboots unless you use the semi-tethered tweak.
