Often when I select one of the app icons, all the icons begin to jiggle and nothing can be selected. I have to hit the home button to stop the jiggling and then try again. But often I have to go thru this process several times before I can get an app icon to activate.
 
You're holding your finger on the icon for too long - it thinks you want to either delete the app or move it.
 
Yup-- just TOUCH the icon, don't hold it.
If you want to get rid of an app, HOLD it until the icons get all jiggly. You'll see a little X at the corner of each one except the ones that came on the IPT and can't be deleted (SAFARI,MUSIC,MAPS, etc). Touch the X on the app that you no longer want and it will be deleted. Then press the home button to stop the jiggling.
