First of all you'll need to make sure your Parallels network settings are set for bridged networking. Otherwise the VM will be on a different subnet than the rest of your machines.

it doesnt have "join" homegroup, only can create.

^^^this. look at the network address of your Mac, and then the address of your VM windows. they should both start with the same first three sets of numbers with only the last set being different. ie: 192.168.1.x

if not, then the network settings for Parallels is wrong as above. shut down the VM, change the network setting, then restart windows. after you get that sorted, then use the instructions to join. best of luck.
