jpeg in Mail not decoded or encrypted

I am working on a newsletter and cannot get a jpeg attached to an email in mail.app that can be read in my server's web mail. Instead of a picture it comes out as code. I wrote to them and they said that the jpeg is either not being decoded or is being encrypted. Any solutions out there? I want to make sure that all can read this newsletter. Thanks.
