Lombard or Pismo?
Looking around briefly, the cheapest new hard drives will cost you around $45 for 60gb.
As far as RAM is concerned, I would stick with 256mb modules rather than 512mb modules. The cost per megabyte for 256mb modules tends to be quite a bit less. As far as I can tell, only the Pismo will take 512mb modules anyway.

I also have a PowerBook G3 except mine is a pismo. In order to install tiger you need to have a firewire port built in which you don't so you'll need to install panther or lower.
