I bought tree airtags just after they were released and had no trouble whatsoever until I got a new iPhone XS Max and then found they had all disappeared from the Find My App.
Tried every trick in the book, Googled the world all to no evail, then I came across a very obscure post from a user who found the problem was in how to insert the battery.
It appears that you have to remove and reinsert the battery up to 4 or 5 times with varying audible tones each time (sometimes none) until you get a lengthy chirping noise being the one you want!
Once you get that particular sound it pairs fine with your device.
