In Hard drive>Library>Updates are all the .pkg files from updates.

Once the updates are done - do I need these files?

Generally speaking, if you're not sure what something is used for, don't delete it. This is especially true in the /Library folder.
 
Normally, those are deleted once an update has been installed successfully. Are you sure those are updates that have already been installed? If so, go ahead and delete them, and then I would repair permissions in case the permissions have been messed up on the Updates folder.

My library has no Update folder. :(

Yes it does, if you look in the right Library folder. Your user library does not, but the root library does (found at /Library, instead of /Users/[yourusername]/Library). That's unless you're on an older version of OS X, perhaps, where they might have been stored differently.
