Just switched to AT&T and have a question about premier

I switched my 5 and 5S from Verizon to ATT. My sister enrolled in her county employee discount. However, now when I try to add my other sisters phone to my account (a deactivated iPhone 4 that needs a sim), it directs me to the premier account login page. However, she is an IRU so she doesn't have a premier login. I have tried several times logging into my wireless and adding the sim but I still am sent to the premier login. What am I doing wrong?

Fixed it myself. Mountain lion saved my password to iCloud keychain. Deleted ALL AT&T passwords from my keychain and now it loads

We just did some adding of lines on our account and switching over to the 10GB family share. Long story short we couldn't log in either. I had the AT&T rep set things up for us. I imagine this can be done over the phone too. Try giving them a call!
