Just wondering, but will the Thunderbolt 3 port on my 2018 Mini Fast Charge my iPhone XR?

Not that I'm aware of, my iPhone 11 Pro is unable to fast charge when connected to either my Mac Mini or Macbook Pro.
The USBc ports are "PD delivery compliant".
I can charge my Canon camera (with a USBc cable) through them (and that requires the charger be "PD compliant").
Whether the USBc port can "fast charge" or not, can't say.
Try it and then tell us what you found.
My guess is that the port will "charge", but not "fast" charge.
And... you'll need a USBc cable that is capable of charging, as well (I believe some are not).
