Since 4.0 isn't out yet and we can't gift apps yet, I signed into my iTunes account and bought my girlfriend The Sims 3 app on her iPod touch. If I were to go back on my iPad and download the Sims 3 app again, would it say that I've already downloaded this app and I can download it again for free, or would it charge me again?

I share apps between two iPod touches, an iPhone and an iPad. If it's your account, it's your app. One of the iPods is used by my girlfriend.

BTW, you CAN gift apps on iTunes right now.

Awesome, it did work. We used to share an iTunes library so we'd always have the same apps, but i wasn't sure if it would be the same thing if I'd only sign in under my iTunes on her device. Thanks for the help.
