Keep a window always on top - can't find an app. How can I applescript this?

Hi guys! I really want to be able to have an option to keep a window always on top. This would be particularly great if I could do it in Safari or Firefox.

I have looked everywhere and just can't find an app. Does anyone know of one? Or can anyone point me in the right direction to applescript this?
