Keep Being Prompted to Install Random Chinese Apps

I am having an annoying issue where in any app, Safari will randomly pop-up, load a 'qq.com' URL, launch the App Store, and prompt to download a random Chinese app. Is there a known app that is responsible for this BS?

This honestly happens to me a lot with bgr and only bgr

Something like this happened last Fall. Chinese developers downloaded a non-apple approved XCode which contained malware. Maybe it's happened again or maybe you're just running one for the first time.
