Keep getting UPGRADE NOW

I click on Upgrade Now. It downloads then entire 8.09GB. Then it shows me the Upgrade Now button again.

I have gone through this THREE times. It is sitting at the Upgrade Now button again.

Is there any secret to getting it to move on with the install?
