Keep photos on iCloud after deleting from phone?

Is it possible to backup photos from my iPhone to iCloud or iCloud drive (with additional purchased space) and then delete them from the phone without them deleting from iCloud? Basically I'd like to be able to store my photos on iCloud and make space for new ones when I reach the storage limit of my phone.
