I know how to have it auto hide or stay permanently lowered so that's not what I'm asking.

What I'd like to know is if there is any way via either some sort of extension or Terminal hack or whatever, to have the menu stay hidden unless I use a command to unlock again. My issue is the constant annoyance of accidentally moving the mouse slightly too fast/high and having the bar drop down. And yet needing it to be hidden because despite everything one needs to do on a computer being centred around a vertical orientation, everything on a computer is centred around a horizontal framework, i.e. that menubar space is precious.

I know exactly what you mean, that is a constant pain in the backside. That's the good thing about the new 14" and 16" M1 Pro/Max MBPs, you get extra vertical space that is just for the notch and the menu bar! Unfortunately you need one of these new machines to make it work...

Before you spend a few thousand dollars on a new laptop just to save 20 pixels of screen space, try reading through this article. Unfortunately, the solution mentioned in the article assumes you want to work in Full Screen mode.

The short answer is that Apple offers no way (hidden or otherwise) to keep the menubar hidden.
