Keeping workspace placements after reboot

I currently have iTunes and safari open full screen in El Capitan

When I swipe up to see my workspaces from left to right they are Desktop, iTunes and safari

I drag my iTunes workspace to the left as I want Desktop in the centre so that I can swipe to thr right from Desktop to get to iTunes and swipe left to get to safari

This works fine until I reboot and then the sequence reverts back to Desktop, iTunes and safari and I have to swipe left twice from Desktop to get to safari

Is the anyway to 'pin' the workspace placement so that it remains the same after a reboot
