Keyboard backlight ALWAYS on after update?

I always turn my keyboard backlight OFF but after the recent system update, it keeps turning it back on every time I restart the computer. I went to Settings -> Keyboard -> TURNED OFF Adjust keyboard brightness in low light and it still turns it back on.
Is there a way to stop it from turning it back on every time I restart?
