Keyboard Backlight

Hi, so i have macbook pro mid-2010. I’ve installed El capitan but the keyboard backlight is not working same with the f5/f6 which give no feedback when clicked. I tried upgrading to high sierra but it didnt fix the issue. Should I do fresh install instead or it is hardware issue already? By the way if I reset smc then turn on the unit I can see keyboard light up for 1-2 seconds.

Also as shown on the attached file, that check box is not appearing on my keyboard settings.
