keyboard / mouse settings not saved

When i change the keyboard or mouse settings within Apple OS X 10.6.8 the settings are not saved after a reboot of the machine. Other settings are saved fine, but not keyboard or mouse settings.

Anyone a idea which file to delete or anything else. I have already reset the user rights..
