MP 1,1-5,1 Keyboard Not Always Recognized by Catalina

This question is the same as another I posted, but I think I need to ask in a different way.

I have two Apple 1243 keyboards (wired USB). One of them always works, but the other is not always recognized by Catalina, but it is always recognized by Mojave.

Can you think of any possible explanation for that?

In the past I've seen a similar problem intermittently on a 2013 MBA and on two different 4,1s. Two identical keyboards, one works and the other doesn't. It has always been solved by using one of the Apple USB2 extension cables that came with these keyboards — the 'notched' kind. Weird, but there it is.
