I'm using a HP wired keyboard to type. Unfortunately, the F10, F11, and F12 keys aren't mapped as shortcuts to controlling volume, because Apple keyboards appear to be the only brand that offer that feature.

Is it possible to remap a keyboard to support this feature? So that you press a particular key, and an input occurs. You choose the key(s), and the input it corresponds to.

A higher response would be you press a certain key, and a series of events occur, such as an application opening, or something.
 
There is some customization you can do under Apple menu > System Preferences > Keyboard but I don't think you can modify the volume key shortcuts from there. You might look into 3rd party remapping software like keyremap4macbook or doublecommand.
