Overly frustrated here… I use a 3rd party non-apple keyboard because I am a niche mechanical keyboard eliteist. Anyway, every single reboot the ‘Keyboard Setup Assistant’ is starting, and it’s beyond frustrating. On Monterey, this happened too until you created a 2nd local account And logged into to it (for some reason), then it never showed up again. On Ventura, this trick no longer fixes the issue.

Someone help, about to throw this Mac out of the window for something so minor but its literally unusable for me in this configuration because I’m unreasonable :)
 
Ok so, I fixed it… for future generations who are frustrated.

While keyboard assistant app launches after reboot, instead of going through the prompts, just unplug your USB keyboard. The prompt disappears…. Then, when you plug back in the USB Keyboard, it never returns.

Even after reboots or logons, it remains off.

I had a slightly different outcome. I had to unplug the keyboard, plug it back in, then finish the prompts, and then it never came up again.
