keyboard shortcuts isn't being restored... Hm?

Just wondering how to do this when I upgrade my phone using iCloud?

My previous keyboard shortcuts don't restore, but when I create them on my new phone, it duplicates it on my old phone. Blah.
 
Starting with iOS 7, keyboard shortcuts synchronize between iOS devices and Mac OS X 10.9.
