I have a new 2009 iMac with extended keyboard and I would like to reassign the volume up and down buttons to F13 and F14.

I do not want to use any 3rd party application.

I have looked for an answer everywhere and can't find one.

Things I figured out on my own or read on forums (so you don't waste your time giving me advice I already know)
1. You can assign buttons in keyboard and mouse preferences
2. I know about the use hardware buttons or hold fn to activate
3. When you assign something to F16-19 it does not work, which is originally where I wanted.
4. I have tested expose and brightness on F13-F15 and it works fine.
5. I have gone into sound preferences to see if the sound keyboard assignment was there

So how do you reassign the volume buttons?

I'm not at my mac right now but I just realized I have not tried adding a keyboard assignment with the plus button in the keyboard preferences. That might let me do it, but somehow I doubt it.
