Keychain will not remember passwords: Determined to Solve

Ok, I will not be deterred. I will solve this damn problem once and for all.
It started after I did a Time Machine restore and now some startup items keep requesting the Login.items keychain. And notoriously Mail doesn't remember ****. There have been other threads in the past, but I am determined to solve this crap (without having to Archive and Install).

This has turned out to be easier than I thought and I cannot imagine why I was having such a hard time with it.
Transmission was not remembering the login.keychain password so I just deleted it from my keychain. Next time I logged in the problem was gone.
With Mail.app? After entering all my passwords I took all accounts offline. Then put them back online... voila. All better. Hopefully this helps at least one person.
