Is there an app to kill all apps? I am getting some major laggage at times on my screen. If I am playing angry birds, the birds will stop mid flight because of lag.

Other apps run slow at times too. I know how to kill an app but I would like an app that would kill all apps and free up that memory.

i searched for Remove background and did not find that either.
 
Okay, found it. Installed it. But I don't see it in sbsettings. I went to more in sbsettings and did not see it listed there either.

How can I add it to SBS?

In Cydia, go to the "Sections" tab on the bottom of the display. Go into SBSettings Addons section and find Remove Background SBS... It's there. Download that and then go into SBSettings and set it as one of your toggles. Alternatively (and my preference) set up an Activator motion to invoke it. I use the "swipe left at status bar" on mine.

You can use Activator and set it to a status bar motion like double press or short hold. Although there is an SBSettings toggle in the BigBoss repo. Look in Sections > SBSettings Addons.
