None made yet. But there are some CC tweaks that have this. I think CCSettings or CCToggles is one of them (there's way too many CC____ tweaks to remember which is which )

Thanks, I believe, CCToggles has one. I've grown attached to FlipControlCenter thus my hoping to find a compatible toggle. The search continues...

There's no reason to kill all your background applications unless you're running an iPhone 4 which is having RAM page outs.
