Well, as an adjunct to that - when they sell off the government owned telco they need to separate it from the infrastructure...

Otherwise you have a company that's suddenly not bound by the rules and can do anything it wants within reason to make a buck that also owns every damned hub, port, cable and phone in the country despite the fact that the taxpayer paid for all of it...

And that's why Telstra's plans are crap - because they'll make so much money from the people who are stuck with them.
