I agree. Does the new drive appear in your Disk Utility?
Can you try First Aid in Disk Utility on that drive?
In my experience, some OEM enclosures that are not usually available empty (always sold with a drive installed) don't always work nicely with other manufacturer's drives.
You may want to try the drive manufacturer of the drive that you removed (probably W-D ? )
