Like the title says, the Finder experience on my new Mac Pro is bad. It should feel snappy on such a new machine, but it really isnt. After clicking the Finder icon, it takes a solid second for a Finder window to be displayed, and navigating folders takes about as long.

Would wiping the drive and reinstalling Catalina help?
Man, I'm really longing for the Snow Leopard days here.

Although I'm not yet on Catalina, i've experienced something similar with my old iMac. My solution was to let the Mac open finder not in the "all files" folder but in the "documents" folder. Made the whole process of opening things much faster.

Finder -> Finder Preferences -> Tab General -> New file windows show -> Documents

Maybe this helps a bit :)

I wish it were that simple :)
This really seems to be an OS issue, that's my guess at least.
