I was just exploring the settings app when I happened to turn the phone to landscape, and to my surprise, the settings app went landscape as well! But this doesn't seem to work on everything, to put settings in landscape (using IOS 8 beta 1) go to Settings>iCloud>Buy more storage>then put phone in landscape! Then you can explore the rest of the app in landscape, but once it's in portrait, it won't go back till you do the exploit again. Hope this is somewhat interesting.

Probably just a bug. I was able to replicate it too. Honestly I don't see any reason or benefit to browse settings while in landscape though.
