how can i change to different language ?
also can i send a text message to someone with other language who has the same language on their phone even they are not using ATNT ??

Settings->International->Keyboards

Yes. As long as you are using characters that are Latin based, you should be fine. If they have an iPhone, then there is zero problem, other phones may support Chinese, Japanese, etc, but there is no guarantee.
