Large Other and System Storage

I did not have this huge “Other” category on my phone before I restored from back up onto my new iPhone 11 Pro Max. I’ve tried everything to try and get rid of it: cleared caches, rebooted, plugged into iTunes etc. Anyone have any ideas on how to get rid of it without setting up as new?
