Does anyone know what it takes to repair these ports? Is it a major repair or can I do it myself with parts? How much should I expect Apple to charge for a fix?

Looks like these ports are connected to the logic board...
 
That's not Thunderbolt on the 2010 MBA. It's a mini-DisplayPort (mDP) connector.

If the ports are truly dead, you'll either need a new logic board, or a friend with advanced soldering skills. :)

Why repair it? You just got yourself an upgrade to the new Macbook :D

In seriousness, are you sure it is not software related? I would say it is rather unlikely that both physical ports go bad at the same time, unless you have trouble with your logicboard in which case I would not expect an easy fix.
