Late 2013 2.4Ghz vs late 2016 2.0Ghz??

Will one of the new, non touch bar Pro's, at 2.0Ghz, be faster than a late 2013 2.4ghz entry level pro retina? Both 8GB RAM and 256GB storage.

I think there might be a bit of difference between a cpu/gpu/ssd between 2013 and 2016.
Their throughput and other things might have simply improved enough to give an overall performance boost.
Even if the 2ghz is a lower value than 2.3ghz from 2013.
