I've got a late 2013, 13in MacBook Pro for which i maxed out the spec 7 years ago. 2.8GHz i7, 16GB Ram, 512Gb SSD. And it has been brilliant. Use daily, wrote an MBA for me, has been all over the world but is just starting to run a bit hot and slow for some things like editing video.

I also have a late 2019 MacBook Pro 13in, 2.4Ghz Quadcore i5. It is a lovely thing, the Touch Bar is amazing and it runs super fast.

I'm now thinking of upgrading the 2013 one to the latest generation and I would do the same, Max out the spec on a 13in. There is one issue though, I'm not totally sold on the newest keyboard, Its ok and i'm sure I'd get used to it.

Question is, should I wait until 2020 spec given that for this now this one is working perfectly fine or do it now before this one breaks? Is there anything in 2020 which is worth waiting for? I should add that 16in form factor is no good for me.

all stuff is matter of needs or want.
no body can decide, which one is the best (especially for you) if we dont know : your activity with your machine or purpose to buy the new one.

but for video editing, go for the last version :D
wait for 2020, your 2019 version is more than enough i think.

As someone who went from an '09 to a '16 15" MacBook Pro, let me warn you you will not get used to the keyboard- it has been a constant thorn in my side of this computer since I bought it. I tried to justify it, but there's not much I can do to justify the keyboard. If you're looking for a 13", wait. If you're wanting a 16", it's not a bad time to upgrade.
