I have a late 2015 iMac 21.5" running OS 10.13.6. We use this machine for surfing, daily living functions, photo and music storage. We have real issues with this machine, such as: when trying to open a link, the linked window will show up briefly, then turn to a white screen with a spinny thing - sometimes we get the white screen with the little blue box with the question mark. Is this because of a setting issue, or because the OS is so old? I appreciate any assistance. Thanks...

It's likely because the OS is too outdated. I have a similar issue on MacBook running macOS 10.14, but actually it is only present in Safari. There is no such issue in Chrome or other browsers. What I can recommend you is to upgrade your OS to the latest supported version or you can download alternative browser. Unfortunately Chrome, Firefox are no longer updated for High Sierra with latest security updates.
Probably you could try Opera in this case, it's still supported as far as I know
 
Safari version in High Sierra is too old and can't handle latest web site rendering technologies and has issues with latest SSL/TSL web site certificates. You should try Firefox ESR (which supports Mac OS 10.13.x)

So - I should try an updated version of Chrome, or try Opera?
