Followed by a “failed to send” message. What is going on here? iPhone 12 Pro AT&T. When I turn on WiFi it immediately works again.
 
It could be a carrier network issue, and you may need to contact your carrier to get troubleshooting help. If you haven't already seen this article and followed the steps, here's some other tips from Apple:

It's a data issue. iMessage requires bandwidth/data in order to send and receive. This is why when you switch to WiFi it works. For some reason your carrier service is too weak for iMessage to function properly.

Two things you can do:

1. Contact your carrier and find out why your data signal is so poor. You may need to look at another carrier with better service in your area.

or

2. Go into your iPhone settings and turn off iMessage and use SMS messages as your default messaging application. You will lose all the cool features that iMessage has but at least you'll be able to send and receive your text messages. I imagine you've been missing some texts because of this.
