Latency/Buffering Issues?

Quite often when I'm on a site such as YouTube my video will stop as if it's buffering waiting for the additional data to catch up. This happens quite often on similar sites.

I'm posting this as it's an issue for a friend of mine with a MacBook Pro, and I have a new MacBook Air. We just had our internet connection upgraded, but it doesn't seem to help.

Any suggestions would be appreciated. Thanks!
